Since the Wikipedia is sorely lacking, I'll do a quick write-up of Csevet's history as we know it. I'll preface by saying that The Goblin Emperor is written as a strong character and world piece, in which not a lot of action actually happens, and most of the action consists of complex court intrigue. There aren't a lot of concrete facts about Csevet, aside from the fact that he became an Imperial Courier when he was 13, an incident that happened when he was 15, and the events that occur in the book while he transitions from a courier (a sort of gopher for the court that delivers important messages) to being the secretary of the Emperor Edrehasivar VII, but quite a bit can be inferred from context.

When Csevet is speaking about life as a courier, he comments that many young people become couriers because it is their only opportunity to have a job that is legitimate and not on their knees or on their backs, he was referring to his own history, and comments that couriers needn't be able to read, and are generally educated by their fellows. It is heavily implied through teh way he talks and the way Maia responds to it that he's talking about his own history. From this, I imagine that Csevet lived in poverty until he was thirteen and took a job as a courier, where he likely learned to read from his fellow couriers, and developed the 'insatiable and impertinent curiosity of a ferret' that extended to the common practice of couriers reading the mail they are intended to deliver.

When Csevet was fifteen years old he was asked to deliver a message to Eshoravee, where he was propositioned by Dach'osmer Tethimar (a powerful courtier) on his way back to his lodging after a bath. After a scuffle (Tethimar was apparently quite forceful in his proposition) which Csevet ended by biting him, after which Tethimar hit him and called a game of "fox and hounds" in which Csevet was the fox, and the residents of Eshoravee chased him down with intent to hurt or kill him. He managed to hide throughout the night and escaped in the morning, but this left a permanent fear of Tethimar in him which he later explained to Maia. After this event, he remained a courier for nearly ten years, when he was tasked with delivering a message from the Lord Chancellor Chavar to inform Maia Drazhar that his father and all his brothers had perished in an airship crash, an event that changed the course of his life.

Csevet's first impression of Maia was that of a boy who was dreadfully unprepared and very kind - in the midst of the uncertainty in his own life, Maia recognized that Csevet would be tired from his trip and made sure he was taken care of. This opinion only improved when Maia invited him to watch the sunrise together on the airship back to the Untheileneise Court. This attitude from a boy who was freshly finding out that he is the new Emperor was such a welcome breath of fresh air in the often cruel and manipulative Court that Csevet found himself more than willing to help Maia find his way around the palace, and navigate the complicated social interactions of his first few hours at court. After that, Csevet quickly became Maia's right hand man, the person upon whom he relied for support and guidance as he settled into his position as Emperor.

Throughout the rest of the book, Csevet went from being a courier to entering a position as the Emperor's secretary, in charge of managing his correspondence, advising him, and becoming one of the closest things to a friend that Maia had, weathering two attempts on Maia's life, and watching as the Emperor's small acts of kindness had a profound effect on the Court and those around him.

abilities: Csevet is an elf, but to the best of my knowledge, it doesn't give him any abilities beyond what a normal human would have. While magic exists in his world, Csevet isn't skilled in it, and he also isn't much of a fighter. His main skills are administrative, and involve maneuvering social situations to his benefit. Physically, his biggest talent would likely be stamina, having been a courier for a long time and traveling long distances by foot on the regular.

strengths:

composed: It is constantly mentioned that Csevet has an almost surreal ability to keep himself composed in stressful or chaotic situations. Always calm and collected, Csevet may blush or show his feelings through the positioning of his ears, but he never loses his cool or breaks composure. This helps him a great deal in his life - his mental fortitude gives him a chance to catch his bearings and make the smartest decisions in a pinch, allowing him to think fast on his feet.

ambitious/cunning: Csevet comes from very humble beginnings and has managed to find his way to the position of right hand to the Emperor. While some of it is down to being in the right place at the right time, most of it is because of Csevet's own cunning. Csevet frequently demonstrates his ability to very quickly think of ways to maneuver things to his own advantage, and to the Emperor's advantage as well, most notably when helping to choose a bride for Maia - he presented three options to the council, two of which he knew no one would be able to agree on, with the third being his preferred choice.

loyal: Despite his ability to maneuver things to his advantage, and being in a position where he could seriously damage Maia's credibility, especially near the beginning of his career helping him, Csevet never has. It is not a simple case of returning kindness for kindness, though, but something that runs deeper - protective, he puts himself between Maia and his abuser, and helps choose a bride who will get along with Maia, not just one who is politically valuable. He is also shown to have several friends throughout the Court, of all ages and genders, and shows loyalty to his fellow couriers by ensuring that he speaks well of them when their loyalty and honour are under question.

weaknesses:

manipulative: While being ambitious and cunning have definitely helped Csevet, the byproduct is that he can be quite manipulative. He's an incorrigible gossip hound, and has no shame in using what he learns to his own advantage, taking hints from tidbits of information and manipulating situations in the way he wants, and his new position with the Emperor, who is sheltered and can be quite naive, only puts him in a better place to do this. Arguably, this type of behaviour is very common in the Untheileneise Court, and is necessary to advance oneself at all, but it is also one of the most unhealthy part of the culture of Court, and Csevet is not immune.

petty: In the Untheileneise Court, subtlety is almost always the name of the game, and Csevet plays this game very well. He is particularly good at making cutting, sarcastic remarks, either to people's faces or aside to someone else. Generally, these snarky little remarks are quite vicious and delivered with a certain air of Schadenfreude that makes it pretty obvious Csevet has a petty streak a mile wide.

uptight: Whenever there is work to be done, Csevet is the first one to dive in, and he very rarely takes breaks. He's wakes up incredibly early and goes to bed late, being on call at almost any hour in case he's needed. Between this tendency to work long hours at full pace and his rigid adherence to social rules, Csevet can be quite uptight and stuck in his ways. It's difficult to get him to unwind, and getting him to talk about any kind of personal detail is like pulling teeth, requiring multiple prompts and requests. Getting him to step outside the traditional and formal customs of his world will be quite difficult, even in such a different setting.
